it's not a how to for shading (I'll layer make skin shading tutorial or face tutorial),
but to help you to guide the revise colors and how screen/soft light/dodge layers are applied. (I use a lot of layers of soft light/overlay/screen/etc.)
It might help you if you wondering, 'it doesn't seem like it's done with normal brush setting, how can I get this color?"

and you can do what you feel like; if you prefer pencil, you can scan it and upload it on your computer and then color on it with a painting program..
OR you can just sketch with tablet and color on it directly. I used to sketch with pencil and scan it for digital coloring, but i found it timed-consuming so Now I'm doing everything digitally... c; hope this answered your question.. ..
However, if I'm working on an inked drawing, I'd of course have the ink/Lines on one layer, and then all the colors on their own layers.
It really should be just use whatever you are comfortable with. I know a lot of professionals that use many layers and keep them until the end even!
